India’s digital payments revolution is beginning to find a wider international market, with the UAE emerging as an important destination for Indian fintech technology.

PhonePe has received in-principle approval from the Central Bank of the UAE for two payment licences covering Retail Payment Services and Card Schemes, and Stored Value Facilities. The development marks an important step towards establishing the company’s first regulated international payments business. However, PhonePe will need final regulatory approval before starting commercial operations in the UAE.

The move reflects the growing connection between India’s digital economy and the UAE’s push towards a more integrated, cashless financial system. PhonePe plans to work with UAE banks, licensed payment service providers and local technology companies as it develops its presence in the market.

From Indian payments to an international business

PhonePe already has a presence in the UAE through its partnership with NPCI International Payments Limited. Indian travellers can use the platform to scan local QR codes and make payments at terminals operated by NEOPAY and Network International. The proposed regulated presence could take that existing cross-border payment capability into a broader local business.

The company also plans to explore opportunities to support Aani and Jaywan, the UAE’s domestic payment platforms, using its technology infrastructure. This could allow PhonePe to work more closely with the country’s existing financial ecosystem rather than operating as a standalone payment service.

A bigger opportunity for Indian fintech

The UAE expansion could open opportunities across consumer payments, merchant services, digital wallets and payment technology. It also provides Indian fintech companies with an opportunity to take technologies developed for India’s high-volume digital payments market into an international environment.

PhonePe says its platform serves more than 700 million registered users and 50 million merchants in India, giving the company experience in operating a large-scale digital payments network.

For businesses, the significance goes beyond making payments. A stronger digital payment network can support retail, tourism, hospitality and cross-border commerce by making transactions more convenient for consumers and merchants.

Strengthening the India-UAE digital corridor

The UAE has strong economic links with India through trade, tourism, investment and a large Indian community. A more connected digital payments ecosystem could add another layer to these ties.

For Indian travellers, easier digital payments can improve convenience. For merchants and businesses, broader payment infrastructure can support customer transactions and digital commerce. For fintech companies, the market offers an opportunity to build partnerships and develop new financial technology services.

The UAE’s own digital payments strategy aims to strengthen electronic payments and support the country’s position as a global financial hub, creating a potentially supportive environment for technology-led payment businesses.

A new phase for India’s fintech sector

India’s digital payments story has largely been built around domestic adoption and financial inclusion. The next phase could increasingly involve taking Indian payment technology to international markets.

PhonePe’s UAE entry is still subject to final regulatory clearance, but the in-principle approval marks a significant step in that direction. If commercial operations begin as planned, the UAE could become an important testing ground for Indian fintech companies looking to expand across the Gulf and other international markets.

The development ultimately points to a broader shift: India’s digital payments capabilities are increasingly becoming an exportable technology opportunity, creating new possibilities in fintech, merchant services, cross-border commerce and digital financial infrastructure.
