New Delhi, Aug 19: India is seeking to build a tax environment that protects the country’s revenue interests while giving global investors greater clarity, stability and confidence to make long-term business decisions, a senior Income Tax official said on Wednesday.

India Pushes for Greater Tax Certainty to Strengthen Global Investor Confidence

Monica Bhatia, Principal Chief Commissioner of Income Tax (International Taxation), said the changing global business landscape and rapid advances in technology are making international taxation increasingly complex. She stressed that India’s approach should combine effective tax administration with greater predictability for businesses and investors.

Addressing the 23rd International Tax Conference organised by ASSOCHAM, Bhatia highlighted policy stability as an important factor in building investor confidence. She said the government has been working to strengthen tax certainty and address concerns raised by businesses and tax professionals.

For international companies, predictable tax rules can make it easier to plan investments, establish operations and expand businesses in India. Greater clarity can also help reduce uncertainty around cross-border transactions and minimise avoidable tax disputes.

India’s efforts include strengthening mechanisms such as Advance Pricing Agreements (APAs), Safe Harbour provisions and dispute-resolution procedures. Bhatia said India has crossed the milestone of 1,000 APAs, including more than 220 bilateral agreements, providing greater certainty for businesses operating across borders.

Technology is also becoming an important part of tax administration. The growing use of artificial intelligence and data-driven tools can help authorities identify complex ownership structures and potential non-compliance while allowing compliant taxpayers to experience a smoother system.

Bhatia also emphasised the need for greater consistency in the interpretation of tax provisions. Building the capacity of tax officials and maintaining constructive engagement between the government, industry and tax professionals can help create a more transparent and efficient tax system.

As global businesses increasingly operate across multiple countries, international cooperation will also become more important. India is looking to participate actively in global discussions so that evolving tax rules take into account the interests of developing and market-oriented economies.

The broader objective is to create a system where businesses understand their tax obligations clearly, investors have greater confidence and the government is able to protect its legitimate revenue base.

India’s focus on certainty and transparency could strengthen its appeal as a destination for long-term investment, particularly as companies reassess global supply chains and explore new markets.

The evolving tax framework therefore represents more than a revenue exercise. It is increasingly becoming part of India’s wider effort to build a stable, transparent and investor-friendly business environment while ensuring that taxpayers contribute fairly to the economy.
